Method 1: Set Windows Update into manual mode

The easy way to fix it is to set Windows Update into manual mode.
Go with the steps below.

۱) On your keyboard, press the Windows logo key   and R at the same time to invoke the Run box.

۲) Type services.msc and click OK.

 

۲) Double-click Windows Modules Installer.

۳) Set its startup type to be Manual. Then click Apply > OK.

 

۴) You should then see the Services window again. This time double-click Windows Update.

۱) Go to Start > Settings > Network & Internet > Wi-FI. Then click Advanced Options.

۲) Tick on Set as metered connection.

Case 2. If you using Ethernet Network

۱) On your keyboard, press the Windows logo key   and R at the same time to invoke the Run box.

۲) Type regedit and click OK.

۳) Click Yes when prompted by UAC ( User Account Control ).

۴) On the open window, go to
HKEY_LOCAL_MACHINE > SOFTWARE >

Microsoft > WindowsNT > CurrentVersion >

NetworkList > DefaultMediaCost

Then Right-click  DefaultMediaCost and select Permissions.

  1. c) Click Add…  Then type your user name into Enter the object names to select and click Check Names.
    Click OK.
  2. d) Click the user you just add, then tick on allow for Full Control.
    Click OK.

 

  1. e) Double-click on Ethernet. Then set its Value data to be ۲.
    Click OK and close Regedit Editor window.

۷)
Reboot your computer.

Now Windows Modules Installer Worker may not cause High CPU on your Windows 10.
